What sort of tree is it? Do you remember if the stem growing out from near the ground, had leaves or flowers different from the other, vertical part of the tree last year?
My first thought is that it's a grafted tree, and the low-down stem is growing from the rootstock, but I can't identify the graft union (which is usually a bulge in the main stem).
Since 2019 I've lived in east Clare, in the west of Ireland.
What is the tree ? Are the other trunks/branches completely dead ? Judging by the visibility of roots showing above the soil level on your last pic, it was either shallow planted or the soil level has dropped and the tree has simply taken advantage of the conditions by producing a new stem. It could be a sucker if the tree is grafted but your pics are not very clear.
Interesting. Confused. Older part .....the buds look to be opposite. See near bottom of 2nd pic..and inset above. New one .......on left branches appears to be alternate.
