Vectorworks and/or SketchUp still seem to be the most used by my contacts, usually in combination. I'm not a professional garden designer but I know quite a few. It's worth looking into UnReal Engine, but that's just my opinion.

This doesn't answer your question exactly but my son in law is a professional garden designer who then implements the work for his clients including planting if they wish. He does the drawings the old fashioned way, by hand. When the job is completed he presents them with a water colour painting of their new garden.
As a matter of interest, he doesn't advertise, he goes by recommendations and his diary is full for 9 - 12 months in advance.
