Are these baby aphids?

They look very shiny to be blackfly.

What plant are they on? The larger bugs are aphids so I'll assume that these are early nymphs. There's a couple of hundred possible species but the plant host might narrow it down.

If you can keep your head, while those around you are losing theirs, you may not have grasped the seriousness of the situation.
  • Thanks. The bugs are on a rose

They look like pollen beetles though there is an aphid there as well.
Aphids look pretty much the same at birth as the adults, only smaller.  Aphids have live young most of the time rather than laying eggs.
  • It seems a bit early for pollen beetles. Do they cluster like that?
