Chop it down to 3 feet. Better still, dig it up and move it to a sunnier, open site. It's being drawn up by the shade of the Amelanchier tree, or whatever it is, plus the fence, so it's turned itself into a semi climber.. Not a good look for this rose..
In my Belgian garden this rose grew tall and straight and narrow, like yours @Copperdog. I took cuttings before we left and in this hotter, dryer garden with more hours of strong sunlight it grows shorter but not much bushier. Not a rose to be shaded out.
I'll be giving it a more severe prune this year to try and get it to bush out and then a good mulch of manure to encourage it.
