The new growth appearing on an established plant is different from sowing seed Many perennials will take a full year from seed sowing, to flowering stage, but that also depends on the plant itself, the sowing time [see @Dovefromabove's comment re later sowings] and your conditions. We're around 3 or 4 weeks later here for sowing, compared to the south, if you want things to germinate easily. The problem with info on seed packets is that it's quite vague, so the Jan to March times [for example] will vary according to your location
