Cactus should be kept dry between October and March. They go dormant then, as there isn't enough light for them. If their roots sit in water at this time, they will rot, leading to its death. Does it feel mushy if you give it a squeeze? If it does, it is probably too late. If it feels solid, you could take it out its pot, remove all the wet compost from the roots, and re-pot it into dry free draining cactus mix. It might be too far gone though. I've just done this with a couple of cactus i bought from Tesco that had wet compost.

If its a cactus and it's sudden, it's bound to be overwatering &/or letting it sit in water.  Keeo wtching it, but I would be very surprised if it isn't long dead.

location: Surrey Hills, England, ex-woodland acidic sand.
