Rosy..to plant or not yet

Am wondering if I can plant this rose into the ground or should I wait til spring

    I would get it into the ground as soon as possible, so long as the earth isn't frozen. Dig in some compost or rotted manure if you have any.
    Dordogne and Norfolk. Clay in Dordogne, sandy in Norfolk.

    I agree with @Busy-Lizzie ... now is the perfect time, provided the ground isn't frozen. 
    It looks like a climber ... be careful not to plant it too close to the fence ... 18" away from the fence will be best, then you can train the canes back to the fence and whatever support you're going to provide.   :)
