Willow herb appears all year round. Many types are perennial, but look different to the annual. Like many weeds, they can easily survive milder autumn and winter conditions depending on the site, and some are tough enough to survive everywhere.
I'm still not convinced it is w. herb, but perhaps @Silver surfer can give it a look. There isn't much she can't accurately ID

I agree with @Fairygirl, both the Hairy Willowherb and the type known as Fireweed are perennials spreading by rhizomes as well as by seed, and overwinter in most parts of the UK.
The foliage just didn't look the right shape to me for w' herb. That last pic is what my last garden looked like @Silver surfer It was the bane of our lives trying to keep it over in the wilder bit.

The plant pictured has some resemblance to Willowherb but I’m not totally convinced.
Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
But veins are wrong for Chamaenerion angustifolium...common name Rosebay willow herb.
