What's this on plant and name

Hi all,

Does anyone know what the name of this plant is and what is the white on the stem is it a dease and can I do something with it ?

    That looks like powdery mildew, a fungus which commonly affects plants which are stressed, often due to under or overwatering.  It can spread from plant to plant and can be treated with a fungicide like Neem oil, available in a spray.  Is it a plant you have recently acquired? (As the label is still attached!)  The plant is a Dracaena, not sure which variety.

    I'd take a guess at mealybugs, but hard to see them properly

    Looking again, yes, @Pete.8, that does look like mealy bugs.  Also treatable but I disposed of two cacti with this problem as it kept recurring.

    Dracaena marginata, I think.
    Doncaster, South Yorkshire. Soil type: sandy, well-drained
