I planted one of these a year ago, so can't really comment on height. If you want a smaller version, Glendoick White Baby might suit you. It has the same whispy foliage, but is more of a bush form.
The advantage of rowans is, they don't have heavy, dense canopies, so even if they get a bit bigger than you might expect [and that mostly depends on your location and the growing conditions] it's rarely a problem @rafuk73
They'll always be bigger and happier in the right location. They grow quickly here as the climate is perfect for them
