What in earth?

Hello, is it OK to plant bulbs in earth where lots of plants have grown previously and there's a lot of roots binding it all together? Picture attached. 
Or do I just have to chuck it all and buy more soil?
Any help gratefully received.

    Bulbs will be fine in that.  Pick out large lumps and give them a shake but  don't worry about what is left. Make sure there are drainage holes.  You could add a bit of long acting fertiliser or blood fish and bone if you want, but not really necessary for the bulbs to flower.

    They'll be fine for their first year's flowering (everything they need except moisture is already in the bulb). If you want them to build up for another year's flowering, they'll need feeding after flowering, before the leaves have died back.

    Bulbs have most of the nutrition needed to flower already within them. But for next years flowers you will have to feed well if you are using depleted compost
