Self-watering containers - dry soil

Hi - hoping someone else uses self-watering containers and can help me.

I bought two large self-watering containers this spring (link below for pic) and planted morning glory (ipomoea) but found this summer that I still had to water it at least once a day otherwise the leaves wilted.  When I checked the soil about half-way down the container seems fairly dry - does anyone else use these and do I need to add some capillary matting as a wick?

Also -  I just emptied one of them and the water smells a bit - is this to be expected?

    I don't know how these are supposed to work (sorry!) but if the water's left standing around it will tend to go stagnant and become smelly - that's to be expected.
