As you mention privacy, presumably you will want the planting to grow above the height of your fence . Worth bearing in mind that even evergreens will lose some leaves over the years and altho wind direction will have a say in where they land to a great extent, your neighbour may still find leaves on his conservatory roof/in his garden. It is unrealistic to expect anything else in an outside space. I agree with @Fairygirl re columnar trees. I have a Juniper which must be about 9 mts in height and no more than 1 metre at it's widest point. Admittedly it isn't against any kind of structure so the growth isn't impeded. As @Joyce Goldenlily implies, I think your neighbour is pushing his luck somewhat.
