Help to identify plant

Hello, I spotted these plants in a hanging basket in Cheltenham last week. I was amazed at such prolific flowers and colour in late October. Could anyone tell me what they are, and if they come in any other flower colours?

Hopefully someone else will be able to help you. I think it may be a variety of begonia though.
Lots of bedding planting is still visible around here, but that's not too unusual.
I live in west central Scotland - not where that photo is...
