Anyone know what these nobbly parts are on my holly?

    They look like  flower buds  to me 

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.

    ... but some holly cultivars with the name:  "king ..." are female, or " queen ...", male.  They are allowd to choose theyr own gender.
     location: Surrey Hills, England, ex-woodland acidic sand.
