Diseased fuchsias

I have a large trough of supermarket fuchsias. They have flowered constantly since planting in the spring but I doubt they are hardy.
The plants at one end of the trough have rust and tiny whitish insects on the underside.
On the off chance that they survive the winter, should I dispose of the infected plants now or will they be ok in the spring of they survive?
PS The trough is on a very slight incline and the healthy plants are at what would be the damper end.

    Sounds like white fly they'll die in the winter but the winter may also take the fuchsia out, you can try leave them dry ( remove leaves ) in a cold GH and hope they come through the winter , the white fly should die out . 

    I've been plagued with white flies this year in the GH , I've never had them before .

    They haven't got wings so I doubt they're white fly. They're like little mites running about I have limited inside shelter so they're not a priority but if we have another mild winter they have a fair chance - sheltered on 3 sides. 
    Will the rust return, do you think?
