Most of what they need will be in the soil.
I can't think that bamboo would need any extra encouragement.
Best thing for both - and any other perennials - is a mulch around the base of the plant in autumn and again in spring with (ideally) homemade compost or bought well-rotted manure. Worms will drag it down into the soil when bacteria and fungi will decompose it and produce nutrients for your plants.
A good all round feed for almost all plants is seaweed extract.
But only apply feeds during the growing season - no point in fertilizing a plant that is asleep.
