When to pot on or plant out:

I have some plants grown from seed that have been in 9cm pots for awhile, including Lupins, Mallows and Hollyhocks.

They are still fairly small relatively speaking (4-5 true leaves) but the roots are starting to come out the bottom of the pots now.

Should these be potted on again (though from what I can tell Lupins don't appreciate being disturbed too many times?) or planted out? 

Particularly thinking with the Lupins we do have lots of snails/slugs here.

    If the plants have filled the small pots with roots you can pot on to a larger one without  disturbing the roots. I think that's a bit small to plant out now

    Yes I agree they will be more vunerable to slugs and snais. 
    I have worked as a Gardener for 24 years. My latest garden is a new build garden on heavy clay.

    Now is not the best time to be planting out seed-grown plants.

    So saying, I have just planted out some white foxgloves, but I do have some plants in reserve in the cold gteenhouse in pots.

    Potting on as nutcutlet says.  You can do it carefully and barely disturb the roots.  Or like me, a bit od both.

    Thanks for the replies.

    I've potted them on to 1 or 2 litre pots (lacking sufficient 1 litre ones). Hopefully they don't get thrown out by the Squirrels and Blackbirds.
