A tall cactus suitable for outside in the UK

    There are no cacti outside at the Eden project,  it’s in a beautiful little sun trap, being one of the warmest part of Cornwall and deep at the bottom of the old mine workings.

    Some of the Agaves are hardy outside, but they don't fit the OP's request of being tall.

    There's cacti outside in Copenhagen but they are low growing, they look like a sprawling prickly pear.
