That sounds completely unmanageable for ongoing maintenance.
I've got the same problem, although it is one of my own making. Several years ago I had landscapers in to turn a steep bank into a raised bed. It's 3 sleepers high, sloping down to just one sleeper. I deliberately had it made only 1 metre deep so I could stand at the front and weed right to the back - wrong, my arms are shorter than I thought! I have to get a kitchen stepstool out and preferably my OH as well so I can occasionally climb up and weed the bits (particularly bindweed), I can't reach from the front. Oh and I also planted some bushes and thorny roses so now I can't walk from one end to another.
Lesson learned, don't do what I did.
It would be easier to advise if you could post a pic, I'm afraid I can't quite vizualise your problem area. How can the cutting down of trees by your neighbour result in a raised bed your side?
Lizzie-The neighbours trees were very overgrown sycamores and got worse over the years as we got older also. The ground underneath them got full of nettles,ivy and brambles under the overhanging branches and it was impossible to weed or treat properly. Then My husband got ill and it was all just left. Am on my own now and trying to sort it. The raised bed was there when we bought the house and is 2sleepers high. It was manageable for a few years but then started getting out of hand. I really want suitable low maintenance planting.
