Is this plant still in its original container or planted out? Ilex Crenata are quite temperamental plants. They are slow growing and not always easy to manage, even with the best care.

The most common issue is watering. Especially if in a container. It's very easy to assume all parts of the soil is moist. The larger the size, the more unpredictable it is with watering and establishment. Judging from the size of the trunk, it's pretty mature, and most likely lack of water causing it to be under attack.
  • Has been put into a new much larger pot - the other three are perfectly healthy, and under the same watering regime. Definitely looks like mealybugs.

Many plants receiving identical treatment and can end up with a different outcome. Mature shrubs are more susceptible in containers. Mealy bugs are often caused by warm humid conditions where there is poor air flow. Plants that have been over-fed can also be attractive to them.
  • What sort of compost was used in the new containers?

  • I think it was a John Innes mature plant compost. It has since been feed with maxicrop seaweed fertilizer
  • That ought to be fine.  Sometimes folk use MPC and it just doesn't hold the moisture enough for mature shrubs and trees.
