I know it's ever green and grown to that size after being planted on new build development in 2009.

You need to post up a clear and close picture of the leaves, not something from your attic window.

I've lived near it for 3+ years and never seen it change colour or drop it's leaves.

Some close ups needed. So people can see the buds, whether leaves are opposite or alternate, hairy or smooth etc. Where is it?
