Privet hedge - beetle damage?

IS this caused by Viburnum beetle?
No signs of any insects in the hedge

Looks more like vine weevil damage to me.

We found nematodes worked when we had a problem with adult vine weevils.

Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
