I think the stress should be on the word 'disturbance' .... if you can move them with enough of a rootball so as not to 'disturb' the tap root the plant will not mind too much. If you disturb even the tip of the tap root the plant will suffer ... it may well recover, but is unlikely to do as well as it would have done without the disturbance.
