Hedge and fence

Hi,
I’m putting a fence between two hedges, one Portuguese laurel and one cherry laurel, which I planted in parallel lines with about 70cm between them. The hedges are growing well but we have a lot of road noise, hence the fence inbetween the two layers of hedge.

Because of the noise, I’m using reclaimed scaffolding boards to make the fence with as the wood is 4cm thick rather than thin featherboard.
As the scaffolding boards are reclaimed, they do have some areas of decay, so I made a solution of dettol and bleach and washed the boards over before giving them a coat of fence paint.
The fence is nearly all up but now I’m worried that when it rains, any bleach/dettol that is still in the wood will leach into the ground and poison the the hedges.
Does anyone have any idea?
