Bouganvillea pest

Can anyone tell me what this is and what I can do about it?

    Your pic isn't very clear ( or my poor eyesight ) but could it be aphids ?  Is it just the new growth which is affected ?

    Looks like white fly to me

    I think it’s aphids and whitefly. Both plants were crawling in them. I have a pandorea in the sunroom too that is covered. I took them both outside and blasted them with the hose, but they’re getting bigger and I won’t always be able to do that. How do you control them if you can’t move them?
