upright Golden elm tree (ulmus x hollandica ‘Wredei’ tree

Hello all, new to the gardening world, we purchased and planted the above tree last year and it has taken well, but this year we have large off shots growing rapidly from the lower trunk with large Green leaves, is this normal? Should I leave them on? Any advice would be much appreciated. Thanks

    Checking online it seems that variety  is often grafted. Cut of the large leaves close to the trunk or they may take over the the tree .I have a maple that is doing the same

    @adametcartwright Did you buy this tree from a specialist grower? I wonder if it is a rootstock issue. I think I would contact the grower first as you have only recently purchased it. Welcome.
    I have worked as a Gardener for 24 years. My latest garden is a new build garden on heavy clay.
