Leaves not growing on my roses

I would be grateful if anyone could tell we what is causing the leaves not to grow on my roses. I have alot that just look like this.

    Sawfly larvae probably. They'll be gone by now and the leaves should sprout eventually. If you show a picture of the whole plant we will be able to advise you if and where to prune 
    In London. Keen but lazy.

    Thanks for the replies. Here is a picture of the rose. Do you think i should prune it halfway up ?
