@wedge1988 All plants including trees keep growing. You won't find a tree that will just stop at a convenient height. Multi stemmed trees may not get so tall but will be more expensive to buy due to their slower growth rate. A fifty foot Ash tree grows at the rate of two feet a year,

There are plenty of beautiful dwarf conifers that would not go beyond your height limit. I planted several over thirty years ago and the only one taller than little me is also very slender. Some still don't even reach my knee!
They may not meet your need for privacy, but it might be possible to address that in other ways. Taller shrubs, especially those that can be clipped, such as yew, trellis and climbers or clever positioning of another tree or structure are all possible avenues to explore.
