    Cut hard.  And cut for shape.  You have nothing to lose!  You can tidy up any dead wood later.

    The jasmine.  That's a distraction. it can wait a year.

    Just to give you some encouragement.  

    I have no pic of it looking dead.  The hard cutback, to half the original diameter, was done in about June.  No growth showed until mid-July. I recently sheared off all the new growth at the top to concentrate the growth lower down.

    Go for it!  What have you got to lose?
