  It could be rust but is it possible to up load a photo? Welcome!

  I have worked as a Gardener for 24 years. My latest garden is a new build garden on heavy clay.

  Do they brush off? I'm wondering if it's maybe pollen from another plant nearby.

  It’s rust,  caused by a fungus. 

  Gardening on the wild, windy west side of Dartmoor.

  They don't brush off but if you rub you finger across the spot you get a yellow/orange powder residue

  Probably rust then. Have a look here https://www.rhs.org.uk/disease/rust-diseases for advice. I think I would avoid chemical treatments - I imagine they would mark the felty surface.
