Training new leader Cercis

Hi,
I bought a Cercis canadensis this summer and the central leader was snapped off. I assumed I could just train one of the upper branches as a new leader as the trunk is quite zigzaggy and doesn’t look like it naturally has a strong central leader, but so far (after being staked for about a month) the branch I’ve chosen has just continued growing upward with no sign of lateral branching. Is there something else I need to be doing, or is what I’m trying to do impossible?
