The Buddlier flowers have gone past the colour, for instance white or blue, stage
Is it ok to cut off all of the dead(?) heads and how far down the branch should be cut?

If so - yes, cut the spent heads off, down to the next leaf joint, and you'll often get some more blooms, albeit smaller ones
I live in west central Scotland - not where that photo is...
