Bush won't bud

We inherited this bush when we bought our house.  It's a bit overenthusiastic so i cropped it back.  I have two questions on it (1) what is it... (2) the branches I pruned back haven't flowered this year... why?  :'(

    Could you post another picture taken close up, so we can see the leaves, @Oxon_Ed?

    My guess, without knowing what your shrub is, would be that you pruned off the parts of the shrub which were destined to produce flowers this year; some things flower on "old" wood, which has grown the previous year, and others on the current year's growth.  
    Since 2019 I've lived in east Clare, in the west of Ireland.

    Think it is a Philadelphus you should prune it after flowering which could be the problem. 
    I have worked as a Gardener for 24 years. My latest garden is a new build garden on heavy clay.

    Yes I agree .Let it alone till next year and after it produces flowers ,prune it back then

    I thought philadelphus too. I think it flowers in new growth which it why it's not budding.
    In London. Keen but lazy.

    Thanks everyone!  So leave it alone until it flowers and then hack it right back.  Sounds good to me.

    @Oxon_Ed You will find info on pruning on line it is a good idea to remove some of the old growth at the base yearly.
