are some Salvias biennial?

I've grown Salvia Euphoria from seed this year they are in pots and window boxes and still haven't flowered
do they need to be in the ground? Are they biennial? There is absolutely no sign of flowers even now and they seem to have never been really happy
I'm hoping they will get in their stride next year but it's pretty disappointing so far!

    It's a half-hardy perennial which should flower next year.  I'd keep the plants you have frost free over winter and plant them out next spring for flowers in the summer.

    Most perennials don't flower in their first year when grown from seed.  :)
    Keep them protected, as said, and next year they should grow enough to flower, as long as you plant out when it's suitable re weather.
    It's a place where beautiful isn't enough of a word....
