Privet hedge - Ligustrum. Larvae, moth?

The privet hedge has been overrun by small larvae. Eaten most of the leaves.
Does anyone know exactly what type of larvae it is? A moth?
It has been extremely dry, can that have an affect?

The moth is one of the grass-feeding species so probably not involved in the crime.
