Has the tree peony died?

Hello there I noticed today that the tree peony looks like it might be dying. I have been watering only carefully as trying not to use too much water. Gave it a good drench today but it hasn’t bounced back as thought it might 😳

    It may just be going into hibernation early because of the drought - I'd keep watering it and keep your fingers crossed.  Even if the top growth doesn't come back to life, it may shoot again from the base next spring.
    Since 2019 I've lived in east Clare, in the west of Ireland.

    Thanks @Liriodendron I will keep fingers crossed xx usually a good dose of water perks things up no end but sadly didn’t in this case but as you say it might just be dormancy as it flowers early in the season xx Thankyou again for your reply

    Even if the stems have died, I would put money on it coming back from the roots so don't fret too much.
    "What is hateful to you, do not do to your neighbour".

    Thanks to you too @Loxley that is reassuring although I thought the new leaves came from the shrubby structure on a tree peony ? X
