  This place sells packs of laxa rootstock. Haven't used them so don't know what quality they are.

  If you only want a dozen,  I would do hardwood cuttings of roses.  A lot easier than grafting unless you are really skilled at it.

  Are you in the UK/Europe John? Laxa is certainly the main, possibly only choice available for roses. In the US, for example, Multiflora or Dr. Huey are more usual.

  thank you, I may try hardwood cuttings of briar roses and then graft to produce standards (tree roses)
