What is this

Can someone please let me know if this is a part of my peony...or something else

    No - not part of your peony.
    Looks like a goat willow sapling. Salix caprea. Or similar. 
    Not a keeper.  :)
    It's a place where beautiful isn't enough of a word....

    Not part of the peony, l'm guessing some kind of seedling, possibly willowherb or similar?

    You’ll find, when you dig it out that it has a very long tap root,  if you break it it will come up again. 
    Gardening on the wild, windy west side of Dartmoor.

    I'm finding an amazing amount of these coming up this year and as far as I'm aware there are no willows near me. The seeds must travel a heck of a long way.

    Willow seeds are light and fluffy so the wind can carry them quite a way. I guess that's why willowherbs have their common name - similar fluff on the seeds so they travel in the wind.
