Just let the neighbour know you are a keen Nudist, and you are a little concerned over the windows over looking your property

That’s exactly why I didn’t go to the council IG and it seemed really unfair, but asking questions, seeking advice about the problem etc is NOT a formal complaint. You should find out exactly where you stand.
