Sick Ilex!

Hello,

My Ilex plant seems to be sick and not sure what it is!

Some type of mud type covering and white blobs as hopefully you can see in the picture!

Thanks in advance for any advice :)

    Is it planted below a sycamore tree or similar?

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.

    Hello, nope - it isn't near or below a tree.

    I think it is between a Rose and a wall of the house and up until this point has been very healthy. That is why I am puzzled!
