How do I get rid of the remains of Laurel

Hello,
have posted before, I had all my Laurel stumps ground out about 2 years ago, the guys told me to leave the mulch which I did.
Now shoots suddenly appear, it’s getting to be a nuisance, I ask how can I get rid of this please

That's a nuisance. I think the only answer is to dig out those suckers/rootstock as and when they appear, hopefully they will disappear in time.
