Rose campion soft brown leaves at base of plant

I've got a few Rose Campion plants in my south-facing garden. Even before the recent heatwave, I've noticed there's what looks like a mass of soft brown leaves near the base of the plant. Should I be removing these?

Mine do that. I don't know if they needed more water or if they are just dying back. I make sure they've shed their seeds and then pull them out because although some live through the winter, they never look any good.
