root fly maggots?

I found tiny white maggots in some stems of my pakchoi plants. 
What should i do now? Collect good stems and destroy all plants? I'm growing a good bit of kale and other brassicas nearby.  is it too late for collars?

    I have used a remedy my father used years ago to stop cabbage root fly, I put soot that has been weathered for about a year around the neck of the brassicas after planting and have had great success
