Cocoons on my fuji cherry - ID please

Can anyone identify these please? They're on a Prunus incisa 'Kojo no mai'. Are they harmful to the plant (at any point of the lifecycle) - should I pick off and dispose of affected leaves?
The leaf scorch is from drying out so pretty sure there's currently no sign of damage to the plant.
