  Nope. It is usual for lower trusses to set flowers first and then later ones higher up later, if that makes sense. However if you have let a side shoot develop from low down, that will produce later flower than those on the main stem.

  All side shoots have been removed on a regular basis. No idea what's going on then!

  Maybe the lower trusses didn't get pollinated?

  We had strange weather in spring this year.
  
  A warm March, followed by a cooler April. I can see it in my electricity bills.
  
  Could that have had an effect?
