Pest on Fern

Can anyone advise what is decimating my ferns and how I get rid of it naturally if possible. It's a powdery brown substance with a maggot inside it.  Many thanks in advance.

    I don't think that's a pest. It's producing spores. They're like seeds for ferns.

    Not the round dots B3 but the large brown powdery blobs.  We managed to hose quite a bit of it off yesterday but it eventually strips the fern which it did last year.
