New Apple tree with powdery rust

Hi all I’ve got a very young Apple tree and it appears to have bright orange dust stuff on it I looked it up and it says it’s rust but I’m not 100% what to use to get rid of it? Horticultural oil/fungicide?.. help would be much appreciated ☺️

    Orange powdery  tufts both sides. In a pot but a decent size. Came from a cutting. It’s about 60cm tall in a 40cm round pot. Don’t know what type of compost it’s been potted in but has grown about 10cm in the last month but the orange powder seems to keep growing as I’m picking of infected leaves
