Rose planting

I have this inherited rose, I’m not overly confident with roses, should the base be protruding like this,?how can I invigorate the plant? It’s ver spindly.

    It can be protruding or it can be buried, it doesn't matter much.

    It is probably hungry and thirsty and needs more love. I would scrape the top layer of the soil and top it up with new compost. Also cut all the dead wood, including the short spikes on the graft and remove the moss. Then you can water it and give it some liquid tomato food.

    Once the growing season is over, it would probably benefit from repotting into new soil - a 50:50 mix of John Innes no. 2 with MPC is good, or alternatively a mix of MPC and topsoil.

    Does it need to stay in the pot? Roses are far happier in the ground.

    I have honestly ran out of room in my shoebox garden so pots have to do for now until we move in a few years otherwise that would have been my first choice. the roses are beautiful.
