Horse Chestnut scale insect or Wooly Aphid?

Hi there, 

Can anyone help? I am not sure if this is Wooly Aphid or Horse Chestnut Scale Insect?!

And how do I deal with it?

Acer seems happy, no other problems to report, and I have had it for a long time, so would hate to loose it.

    If it's an aphid, boil some rhubarb leaves, allow to cool, strain, put the liquid in a cast off household trigger spray and spray them.  Make extra and keep for after rhubarb has died back.

    It’s not aphids … it’s scale insects. Scrape or scrub them off   You May have to do it several times. The white stuff is their egg mass.

    It's scale insects. Remove physically, hose jet works well  or nail brush. I grow lots of acers and about once a year I go round with a hose and blast the scale. Its not a major problem.
